On March 11, 2025, a delegation led by Guo Yuxin, Director of the Investment Promotion Bureau of Kashgar Prefecture, Xinjiang, in the Pearl River Delta region, visited the headquarters of Great Man Education Group. They held in-depth discussions with Luo Hailang, Chairman of the Group, and the senior management team. During the symposium, Director Guo highlighted the core objectives of Kashgar’s "12 Measures for Gathering Talents to Strengthen Kashgar" policy. By introducing high-level expertise and innovative talent cultivation models, the policy aims to supply high-quality skilled professionals for Kashgar’s cultural tourism, modern agriculture, and other key industries.


Chairman Luo Hailang expressed strong agreement with the policy and introduced Great Man Education’s comprehensive industrial chain layout, which spans vocational education, preschool education, and educational informatization. He emphasized that the platform resources of the Education Professional Committee of the Guangdong-Anhui Chamber of Commerce, led by Great Man Education and comprising over a hundred higher vocational institutions , could precisely align with Kashgar’s industrial needs and talent development goals.


Chairman Luo stated, "As a core node of the Belt and Road Initiative, Kashgar’s talent strategy highly aligns with Great Man Education’s nationwide布局 (layout). We are willing to leverage educational technology as a fulcrum to facilitate the deep integration of talent chains and industrial chains in Kashgar." Director Guo pledged policy support in areas such as land use and taxation, expressing hope that Great Man Education would become a "key partner" in advancing Kashgar’s high-quality educational development.


Both parties reached preliminary consensus on further inspection activities in Kashgar.
